The Development Services Administration (DSA) administers the County's subdivision, building, electrical, plumbing, grading, and other construction related ordinances.

County of Maui Public Records Information http://public.co.maui.hi.us/records/ provides images of issued building, plumbing, electrical, grading and driveway permits as well as approved final subdivision plats and civil as-built construction plans.

Building Inspection Section is responsible for over seeing the inspection of the structural construction work associated with building permits.
A building permit is required for the construction, alteration, moving, demolition, repair, and use of any building or structure within the county.
The Building Plan Review Section reviews building permit applications for compliance with the adopted building code and energy conservation code.
The Civil Construction Section is responsible for overseeing site-work construction, which includes the processing of permits and inspection of work. 
The Section is also responsible for maintaining the County street addressing database, enforcing Community Beautification and Litter Ordinances, and the issuance of various permits.
Electrical permits are required for new Electrical installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the electrical installations to ensure they are done safely and in compliance with National and local codes. These requirements help to reduce the hazards to persons and property from faulty electrical work.
The purpose of obtaining a plumbing permit is to provide minimum requirements and standards for the protection of the public health, safety, and welfare. Plumbing permits are required for new and retrofit plumbing installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the plumbing/gas installations to ensure they are in compliance with the Uniform Plumbing Code (UPC) as amended and local municipal codes.
The Subdivision Section administers Maui County Code, Title 18, Subdivision Ordinance, which includes processing subdivision applications, and other related matters including, but not limited to, requests for private easements (over County right-of-way) and separate lot determinations.
